NEWARK— Malachi Latimer ran to the book shelf to grab "Scooby-Doo" before the other children. The 6-year-old student is honing his reading skills during summer vacation but, to him, he’s just having fun.

"I like the part when the ghost jumped down out of nowhere!" Malachi said as he flipped through the pages of the "Scooby-Doo" book.
